Indian banking maker-checker (RBI IRACP 2025 mandates dual auth) + Anthropic evaluator-optimizer pattern + OPA policy-as-code. Maker drafts. Checker independently verifies (different model + deterministic rule engine). Validator applies OPA-compiled policies — never reasons about correctness, only about permissibility.

Graceful degradation: if any of M / C / V is unavailable → halt action class globally. Never auto-commit on incomplete validation. Inviolable.
